Scott Douglass, founder of South Coast Engineers, is one of the authors of the Transportation chapter of the Fourth National Climate Assessment: Volume II: Impacts, Risks, and Adaptation in the United States. This assessment is required by Congress every four years and the White House released this report in November 2018. A safe, reliable and efficient U.S. transportation system is at risk from increases in heavy precipitation, coastal flooding, heat, wildfires and other extreme events.
